Critically audits the Assistant's summary against the harvested data, actively searching for missing exceptions, loopholes, or conflicting precedents.

The Judge & Recursion Loop

The Judge arbitrates disputes between the Assistant and Referee. If the Judge agrees critical data is missing, it triggers an autonomous Recursion Loop (Stage 5), sending the Harvester back out for specific missing statutes (up to 5 iterations) until a high-confidence, iron-clad verdict is reached.
